On September 30, 2009, in the framework of the cooperative memorandum between the Military Zone 9 High Command and PetroVietnam – Can Tho Base on the conduction of project “O Mon Gas Pipe – Plot B” and projects on oil and gas in the Southwest region, PVFC and the Management Board of the Southwest Oil and gas project also signed a contract on capital arrangement for project “O Mon Gas Pipe – Plot B".

According to the contract, PVFC will arrange the total capital worth up to 70% out of the project investment. The O Mon – Plot B gas pipe is approximately 400km long (of which 246km is offshore and 152km is ashore) invested by PetroVietnam with the total investment of USD800million.

The project will provide gas from Plot B 48/95 and 52/97 offshore to gas-electric factories in the Southwest region, including 01 gas-electric factory complex in O Mon District, Can Tho City in Ca Mau Province with the capacity of 750MW.
